Description
Under general supervision, the In-Country Program Manager (IPM) oversees various aspects of the working relationship between Arizona State University (ASU) and the Higher Engineering Education Alliance Program (HEEAP) with academic, industry and government partners in Vietnam. This position will coordinate, manage and promote specific projects and programs for HEEAP. In addition to the continuous collaboration with academic and government partners to advance their engineering curricula, the IPM will be tasked with the expansion of the HEEAP industry partner base. The IPM will have a matrix reporting structure with direct reporting responsibilities to the ASU Manager for Global Partnerships in Tempe, Arizona and local supervision by the Managing Director of the ASU Representative Office in Ho Chi Minh City.
Place of work: the Representative Office of ASU in Ho Chi Minh City at Sacom Chipsang Office Building (SCS) Lot T2-4, D1 Road, National Highway 52, District 9 and other places as instructed by the Managing Director. While administrative activities will predominantly take place in the premises of the ASU Representative Office, the IPM may be requested to travel within Vietnam and abroad to meetings with academic, industry, and government partners, as may be required and/or as instructed by the Managing Director of ASU Representative Office in Vietnam.
Essential duties
- Maintains, enhances, and builds the institutional relationships and overarching agreements between ASU and Vietnamese institutions, along with other academic, government and industry partners. This includes, but is not limited to, enabling new academic programs between partner institutions, overseeing logistical support for events and meetings between stakeholders, and facilitating communications between partners.
- Works closely with faculty and administrators at the partner institutions to identify and develop new project opportunities, and assists with writing proposals, including narratives and budgets.
- Identifies strategic challenges and opportunities to bolster the relationship between the partner institutions, and recommends a course of action to his or her supervisors.
- Manages project scope, goals and deliverables that support business goals in collaboration with HEEAP leadership and stakeholders
- Estimates the resources needed to achieve project goals and submits budget proposals for review to his or her supervisors.
- Organizes visits of ASU delegations to Vietnam, as well as visits by Vietnamese delegations to ASU; provides advice on visit agendas; suggests individuals/organizations to meet; assists in making necessary contacts internationally; and assists with logistical support (e.g., travel arrangements, event management, and language interpretation, etc.).
- Manages communications and relations of HEEAP partners, involving the agenda-setting of aims and objectives, plans, strategies, ideas, decisions to be made and priorities of action.
- Achieves project objectives by contributing information and recommendations to strategic plans and reviews, preparing and completion of action plans, implementing production, resolving problems, and implementing change in alliance with HEEAP leadership.
- Stays current on developments of both ASU and the Vietnamese institution and keeps informed on any academic or research events, issues, or programs that may affect the relationship; monitors media reports, performs independent research, attends events as ASU’s representative, and maintains personal contact with representatives of these entities.
- Reports on the status of projects, events and activities to ASU and HEEAP leadership on an ongoing basis and prepares related documents.
- Coordinates regular communication between top administrators of ASU and Vietnamese institutions. Identifies potential partners on both sides and facilitates communication through meetings, correspondence, and informal contacts.
- Manages local recruitment of faculty efforts in alliance with HEEAP project goals and objectives.
- Participating in other duties as assigned by the Managing Director of the ASU Representative Office in HCMC.
Knowledge, Skills and Abilities
- Skill in communicating in English and Vietnamese, both verbally and in writing.
- Knowledge of communication principles and protocols in higher education.
- Knowledge of higher education institutions and culture in Vietnam.
- Knowledge of program development and project management in a higher education environment.
- Skill in effective communication, both verbal and written, including business writing and public speaking.
- Ability to write proposals and produce reports.
- Ability to manage multiple programs and coordinate multiple projects.
- Ability to develop and maintain professional working relationships with culturally diverse groups.

- Ability to travel to and work at multiple campuses or other designated offsite locations (within the state or internationally) to meet business needs.
Minimum Qualifications
Bachelor’s degree in Business, Project Management, Education, or a related field AND three years of related experience in a university/college setting, a non-governmental organization (NGO) or International Development organization; OR, any equivalent combination of education and/or experience from which comparable knowledge, skills, and abilities have been achieved. Full professional proficiency of the English language, both verbally and in writing.
